Summary: Stencil Buffer Clears do nothing.

glClear(GL_STENCIL_BUFFER_BIT) does nothing at all.
The problem is the logic used to clear buffers.  We
check (mask&~GL_STENCIL_BUFFER_BIT), and call the
appropriate glide function.  However, we don't do
the right thing when mask&~GL_STENCIL_BUFFER_BIT
is zero.

I discovered this using the debugger, and have not
observed it directly.
