yes.
you cannot use DRBD and NBD at the same time,
*because* the use the same device numbers.

write a drbd.conf, and use the drbd script or drbdsetup/drbdadm tools to
configure load it into the driver.
From reading the howto and article about drbd,
this should have been obvious.
