Well, following up my own post, it looks as if a directory cleanup was
supposed to have happened but the directory in question had a CVS subdir
so didn't get deleted.  This apparently rather confused bmake using
bsd.subdir.mk into looking for a file which wasn't ever there...  Something
about default makefiles where no real one exists?

Remove /usr/src/usr.bin and re-cvsup fetch helps :-)
