I have used Doxygen to document C# code, and it works great. Maybe I am not understanding the question correctly. Are you wanting to use regular Doxygen doc-comments, or are you wanting those hideous XML comments that the C# language specification manual uses? (Even Microsoft's software code [e.g. Rotor] does not use those!)
