February 21, 2003, Kathmandu, Nepal.

The Eighth World Conference of Community Broadcasters
(AMARC8 conference) has started today in Kathmandu. More
than 250 participants from approximately 33 countries are
participating. The conference, which is taking place in
conjunction with the eighth annual general meeting of AMARC
(acronym of the French name of the World Associations of
Community Broadcasters) is being organised for the first
time in Asia. It is held every four years, the last time
being in Milan, Italy in 19__.  This time the conference is
being hosted by Radio Sagarmatha and the Nepal Forum of
Environmental Journalists (NEFEJ).

AMARC, the World Association of Community Radio Broadcasters
is a worldwide network of over 2000 community radios. Over
the past 50 years, an increasing number of broadcasters have
committed themselves to promote new and more democratic
practices of mass communication, promoting access to the
media for people and communities, and radio activity which
seeks social change, empowerment and civic engagement.

The AMARC8 Conference is being held at a time when on one
hand progress in leaps and bounds are being made in terms of
establishing community radio stations through out the world
where as on the other hand governments in most parts of the
world have tried to discourage the movement in varying
degrees and in various ways.

In many countries, such as Canada, France, and South Africa,
this new sector of broadcast communications is recognized,
legalized and sometimes subsidized. It is sharing the radio
landscape with state owned radios and commercial radios.
However in the majority of countries, the political and
legal climate is still very restrictive although the civil
demand for access is increasing significantly as the number
of radio stations indicates. In the face of global
broadcasting and audiences, community media need to take
their stand in the new international setting, to voice the
need for citizens, women, migrants to access communications
technologies.

The AMARC World Conference is the only forum that allows
community radio broadcasters to develop and adopt strategies
at an international level. The Kathmandu 2003 Conference
will take place under the motto of "Voices for a Better
World: Community media and social justice"

The main objectives of the conference are as following:

·	To strengthen the international community broadcasting
movement as a progressive force for social change and as a
crucial mean of democratic empowerment through peoples
access to mass communications.

·	To build a grassroots, South-centered platform for
participation in global strategies for the information
society.

·	To affirm a Kathmandu Declaration placing human rights and
social justice at the heart of the global communications
policy agenda in preparation for and beyond the World Summit
on the Information Society.

·	 To establish AMARC Asia as a new regional network of
community broadcasters and develop an Asian plan of action.

·	To reinforce community radio development in Nepal as a
model for the South Asian region.

·	To provide a venue for grassroots radio practitioners to
share experiences, develop networks, acquire new skills, and
set the action plan for AMARC International for the next
four years.


Special emphasis is being placed on advancing the role of
Asian women in community media as an integral part of the
development of an Asian plan of action and of  the
establishment of AMARC Asia as a new regional network of
community broadcasters.

The event is being organised by AMARC International, whose
headquarters are in Montreal, Canada in partnership with
Nepal Forum of Environmental Journalists and Radio
Sagarmatha, Nepal.

An International Advisory Group, drawn from AMARC, Radio
Sagarmatha and counterparts in various regions, have
assisted in the preparation of the event and working papers.

	The overall themes of the AMARC8 conference are as
following:


1 Development of Community Radio in Asia Finding a
collective voice to move ahead

2 People's Voices and Community Radio development in Asia
Building community media as a tool for dialogue and
development in Asia and the Pacific

3 Women's voices for a better world Women's empowerment in
Community  Radio Strategies

4 Our Voices, Our World New Approaches to Communication and
Development

5 Transmission Interference: community radio in conflict
situations Media Portrayals of Conflict

6 Our Right to Communicate: Community Media and the
Information Society
