So why are you describing a problem with 195.238.2.21 ?

What sort of server is 195.238.2.21 ?  It isn't one of the content DNS servers
for the domain "skynet.be.".  They are 195.238.3.17, 195.238.3.18,
195.238.3.19, and 195.238.3.20.  Nor is it one of the content DNS servers for
the domain "arta.be.".  They are 212.123.18.194 and 212.123.18.194.

Is it a proxy DNS server ?  Is it a proxy DNS server that you expect to be
able to use (/i.e./ you have arranged to be able to use it with its owner, or
you own it yourself) ?  If you own it, have you checked what IP addresses it
will answer queries from ?  If it is someone else's proxy DNS server and you
haven't arranged for permission to use it, why are you surprised that it is
refusing to answer your queries ?
