Yes, CACHESIZE == the maximum amount of memory to use for the cache at
any moment in time.

The second figure is how much information has been placed into the cache
in the lifetime of the dnscache process. Entries in the cache are
removed when their TTL expires, and if the CACHESIZE limit is reached
the oldest entries will be removed even before their TTL expires to 
make room for new additions.

CACHESIZE is a fixed limit. The stats give a running total. The FAQ,
IIRC, gives simple procedure to use to determine if your CACHESIZE
should be raised or lowered.
