The correct word is "either", not "both".  Either one is running a resolving
proxy DNS server, and thus that file contains a list of the "." content DNS
servers for one's chosen root, or one is running a forwarding proxy DNS
server, and thus that file contains a list of other proxy DNS servers that one
trusts will perform query resolution with one's chosen namespace.
