I understand. I basically only replied to the points made by Steffen
while realizing no change in Dia would come of it.

I hear what you are saying when you're talking about random
availability. For me the interface of the setting is completely
different - I know that's not the same as programmatical availability,
but it shows Microsoft's disregard for the setting.
For me, it is worded more like it is just the system language for
Windows (at least that's what I made of it), but when looking at how -
for example - Microsoft Office, it seems that this would be the
"correct" setting to go on.

That can be resolved!
By changing the last non-empty line in the batch file to <<START diaw
--integrated "">>, dia will be started asynchronously, which means the
batch file will continue, reach its end and terminate while dia is
starting up, without terminating dia in the process.
