Its neither limited nor unlimited. 

The daemon will append to the file with each new or updated lease. Once per hour it \
dumps the contents of memory back to the file thus truncating the file and recording \
every current lease (and usually expired entries such that it has a listing for each \
IP that is in use/has been used). This file is needed or leases will be forgotten \
about on server restart and duplicate IP assignments would happen.
