I agree this is the way most people would assume it works, and it does
seem to be a poor design choice, but I think it's the intended
behavior of dhcrelay to also relay unicast relay packets; which is why
I mentioned the "-m discard" option.
At the end of the day, the design of dhcrelay is very poor we just
have no alternatives.
