It is.  It's been fixed in 4.2.0 since the first alpha.  From the
release notes:

"- Using reserved leases no longer results in 'lease with binding state
  free not on its queue' error messages, thanks to a patch from Frode
  Nordahl."

It was ultimately tracked as bug #19274 (although there were a couple of
other reports received that were duplicated into this one).
