I think you've summed it up there !

Unfortunately, the MAC address is the only (mostly) reliable 
identifier, and even that can be altered by the user. You could use 
client-id IF you had control of all the clients, but since you're in 
a situation where that isn't the case, then I don't think there is 
any safe method.
