First off you need to figure out whether it is :

a) The client is no longer attempting to update DNS

b) The client is still attempting an update, but it fails

Probably the easiest way to do this is to use a packet sniffer and 
see what exchanges are going on on the network. You should see the 
discover-offer-request-ack between client and dhcp server, and a 
separate exchange between the client and the DNS server. If the 
client makes no attempt to contact any DNS server then you would 
appear to have case a) - in which case an examination of the packets 
should allow you to see what is different between the MS and ISC DHCP 
servers (you would have to temporarily turn the MS server back on).

If the client is attempting to connect to a DNS server to update it, 
you should be able to see which one (is it the right one ?), and what 
the response is. The server logs should also offer some clues.

For a packet sniffer, your could use etherreal (free), or there are 
commercial packages. I happen to use EtherPeek (www.wildpackets.com, 
I think they have a free demo) - mostly because it's available for 
Mac.
