I am hoping that this fixes the problem with billing classes reported
by some people for rc3.  If not, could those people _please_ send me
trace files so that I can fix this for sure?

		Changes since 3.0 Release Candidate 3

- Do lease billing on startup in a way that I *think* will finally do
  the billing correctly - the previous method could overbill as a
  result of duplicate leases.

- Document OMAPI server objects.
