The correct fix is to just fix the place in the makefile where the
path is defined.  In the ISC distribution (as opposed to NetBSD, which
I presume is what you're using), Makefile.conf contains this:

CLIENT_PATH = '"PATH=/usr/ucb:/usr/bin:/usr/sbin:/bin:/sbin"'

I'm sorry for this mistake.   Sigh.
