On the server, you set the domain-name-servers option, listing the
primary first and the secondary second (I assume you mean primary and
secondary in this sense, and not in the DNS sense of authoritative and
backup nameservers).

On the client, you do nothing - it should automatically create a
/etc/resolv.conf file based on what the server sent you, if you are
using the ISC DHCP client.
