What version of 2.0 are you running?   Is it the latest from the web
site?   This is interesting - I think there may actually be a
driver-specific DLPI bug, because the code as is works on some Solaris
Intel systems.

WRT differences between packet drivers on 2.0 and 3.0, there shouldn't
be any.  The fallback_discard code is because the DHCP server doesn't
*want* to listen on port 67 using the BSD socket API, but in order to
be able to send from port 67 using the BSD socket API, it has to be
listening as well.  So the packet coming in on the fallback interface
is a duplicate of one that *should* have come in on the DPLI
interface.  If the DLPI interface is not correctly receiving the
packet, then you'd see it coming in on the fallback interface and
being tossed, but *not* coming in on DLPI.   Sigh.

What kind of network card/driver are you using?
