The ISC DHCP client assumes that you can broadcast.   That is all it
assumes.   If it can't broadcast, you need to tell it to what IP
address to send its request, which isn't supported in 2.0 or 3.0, but
is supported in 3.1 (the head of the CVS tree) using the -s flag.   If
you need to run 2.0 or 3.0, the changes to support -s are
straightforward and could be back-ported (but please don't ask me to
do it - if you can't figure it out, please just use the 3.1 client).
You will probably also have to specify the name of the ATM interface
on the command line, since it probably doesn't have the IFF_BROADCAST
flag set, and the client normally ignores interfaces without this
flag.   In fact, you may be able to get the 2.0 or 3.0 client to work
just by specifying the name of the ATM interface on the command line.

You may also have to make changes on the WIDE relay agent - I don't
know anything about that.
