Have you talked to your DHCP server administrator?   It sounds like
the server isn't configured to give your Linux machine an IP address.
If you're running Win98 and Linux on the same machine, try adding a
line in your /etc/dhclient.conf that says:

     send dhcp-client-identifier 1:xx:xx:xx:xx:xx:xx;

where xx:xx... is your ethernet address.
