That's an excellent question.   I'd never thought about it.   I think you 
should re-ask the question on the dhcwg@ietf.org mailing list.   I think that 
there is no way to resolve this problem, unfortunately - although I think 
that this is an oversight in the protocol, it's hard to imagine it getting 
fixed at this late date.
