The DHCPACK message can only confirm the client's existing IP address, and 
the only valid responses to a DHCPREQUEST message are a DHCPACK or DHCPNAK.
    A DHCPOFFER is not an appropriate response to a DHCPREQUEST.   So even 
if the second server wanted to offer the client a new IP address while the 
client was in the rebinding state, there is no way for it to do so.
