This does work for me:

$ settrans -c ftp: /hurd/hostmux /hurd/ftpfs /
$ ls ftp://anonymous:anonymous@ftp.gnu.org/
CRYPTO.README                  find.txt.gz        non-gnu      tmp
MISSING-FILES                  gnu                old-gnu      tree.json.gz
MISSING-FILES.README           gnu+linux-distros  pub          video
README                         ls-lrRt.txt.gz     savannah     welcome.msg
before-2003-08-01.md5sums.asc  mirrors            third-party

calling ftp already tells you're using the ftp protocol. Above, "ftp://"
is merely to use the ftp:/ directory that you have set up.
