Automatic expansion of ${*:(Static-)Built-Using} would improve the
situation for variables managed by packaging helpers.

But for the record, dh-builtusing [1] already provides an
auto-definition of ${dh-builtusing:[DPSa-z]+} variables expanded by
the maintainer in the (Static-)Built-Using fields.

The use cases should rarely overlap, but the mechanisms seem
compatible. For example, dh_builtusing parses debian/*.substvars so
that dh_sphinxdoc may one day set
sphinxdoc:Built-Using=${dh-builtusing:libjs-sphinxdoc}.
