That doesn't sound like a "loopback-only service" at all.

Special handling?  No, I'm pretty sure the default for all web servers
in Debian is to listen on INADDR_ANY.  That's not special handling at
all.  Special handling would be to listen on 11.22.33.44 and 127.0.0.1
specifically.
