Wrong example. The changelog for that version is:

base-installer (1.37) unstable; urgency=low

  * [actual entries removed]

This is the way _all_ our (d-i team) uploads are done.

All our control files look like this (actual people listed as uploader 
depends on the package):

Maintainer: Debian Install System Team <debian-boot@lists.debian.org>
Uploaders: Joey Hess <joeyh@debian.org>, Other Developer 
<developer@debian.org>, ...

The changelog is always "signed" by a real person (mostly someone listed 
as uploader), not by the list address.
