I checked. Yes those files are all there.
Thinking it was a case of the infamous gcc compiler in RH 7 I also tried to 
compile it on my home box, Mandrake 7.2 Apache 1.3.14. Unfortunately I get 
the same result. (I have the tarball from apache.org on my home box as well).
