This appears to be an old problem with WinXP...
...I've not seen anyone asserting that MS has fixed it.

The DAV server is running on a RedHat 7.3 system. apache version 1.3.27 and
mod_dav version 1.0.3.
Files or directories with the & character are not accessible from Windows
Explorer clients. Under Internet Explorer the file appears correctly. For
example, directory name is S&L. under Windows Explorer client this shows up
as 'S'.
Is this a Windows bug? Anyone else had to deal with the problem? Looking
for workarounds, fixes, or any documentation pointers that may be out there.
