Hi.

I just noticed that moddav (both 1 and 2) reports weak entity tags upon HEAD
and GET, but strong entity tags upon PROPFIND. This seems to be a really
serious problem because

- clients may get confused when they use both methods to discover entity
tags, and

- clients may be mislead to believe that moddav (for the standard fs access)
indeed has strong entitty tags.
