Arguably, but not severe.  301 isn't necessary, but RFC 2518 says "a
resource may accept a URI without a trailing `/' to point to a
collection. In this case it SHOULD return a content-location header in
the response pointing to the URI ending with the `/'" and mod_dav
(at least as of 1.0.3) doesn't seem to do that.
