Change EST to EDT in DartConfiguration.tcl and possibly in one your config files if cmake generates
this file.

Could someone please post a summary of the basic things that need to
be done? So far, the only thing I changed for the vxl dashboard is to
make my cronjob launch at 23:00 instead of 22:00; the NightlyStart
time is still set to "22:00:00 EST".

Surely this should work out to everything still starting at 0300GMT?
