I've never used it myself, but I believe that the right incantation is
something like

  DARCS_APPLY_HTTP='curl -f --data-binary -' darcs push http://

which will POST a patch bundle to the URL.  On the other hand, you'll
have to provide a CGI that performs ``darcs apply''.
