Hi Cygwin friends and users,

I released Cygwin version 2.5.2-1.

This is a plain bugfix release, plus a few assorted improvements
under the hood.

---------------------------------------------------------------------
NOTE 1:

This is the first Cygwin release with the Cygwin DLL licensed
  under LGPLv3+.

Please note that the GPLed tools in this package (e.g., cygserver,
cygpath, regtool, etc) are still under plain GPLv3+. The same goes
for the LSA authentication package cyglsa.dll and cyglsa64.dll.
Only the DLL itself is no under LGPLv3+.
---------------------------------------------------------------------

---------------------------------------------------------------------
NOTE 2:

Cygwin 2.5.2 is the last release supporting Windows XP and Windows
  Server 2003.
---------------------------------------------------------------------

What changed:
-------------

- select(2) now supports timeouts less than a Windows tick (10-16 ms).
