Subject:    Reinstall of setup-x86.exe doesn't work

When the option reinstall at the top level is selected then
setup-x86.exe responds with a message box titled "Cygwin Setup" and
message "Download Incomplete. Try again?". Selecting yes runs into the
very same problem, no terminates Cygwin Setup.

Option install however works pretty well.
