The post-install script for brltty registers a Windows service called 
BrlAPI. If you reinstall Cygwin (say by deleting C:\cygwin and running 
setup-x86.exe again) without removing this service, then the 
post-install script will attempt to register this service again and you 
will see the error.

Before uninstalling Cygwin, you can remove the BrlAPI service by typing:

     cygrunsrv --remove BrlAPI

You can see if any other Cygwin services have been registered by typing

     cygrunsrv --list
