Use cygpath.

cygpath --help

in your case:

some_dos_command  $(cygpath -w path_to_cygwin_file)
or
some_dos_command  $(cygpath -wa path_to_cygwin_file)
 
The "a" option is to return the absolute path, and not the relative one.
