Both GNOME 3 and system-config-printer do this.  The short answer is:
create a subscription so that you can watch for notifications about
events you are interested in.

If you are running on a system that has D-Bus available you can use the
"dbus" notifier in order to get notifications immediately; otherwise you
will need to poll.
