because it runs lilo after installing the kernel and System.map, which
is something not everybody wants. 

Excerpt from 'make help':

install  - Install kernel using
           (your) ~/bin/installkernel or
           (distribution) /sbin/installkernel or
           install to $(INSTALL_PATH) and run lilo
