i found that  detele  /usr/share/doc/ dirs after installation of 
kde-i18n-zh_TW does not affect the operation of the kde-i18n-zh_TW. (i 
don't know why) i only try zh_TW, but may be someone can try other 
kde-i18n-*. i am try to get the chinese input package (xcin) working, 
but i find a way to overwrite the default locale. i am thinking may be a 
/etc/env.d can do the job.
