Sometimes Customer Provided Equipment.  At the time of the
Bell System breakup, all of the edge devices belonged to the
Bell System.  As time wore on and the equipment market became
competitive we went through a period where we required the
CPERN or registration number of anything the customer bought
to connect to our network, all the way down to household phones.

We don't do that much anymore, but all of the gear still carries
CPERNs.  In the optical carrier arena where my team is involved
(think WANs and MANs at more often than not gigabit speeds)
we normally throw the devices in at a very nominal charge, if we
bill for them at all.  We do try to recover the hardware if the
customer disconnects, and if it fails we replace it wirhout charge, 
it's usually an included item in the contract.

Same deal with say, DSL, rarely do we charge for the router/gateway
and we'll replace it free if it goes bad.  We tend to hire vendors to
build to our spec because it's easier to troubleshoot but if you want
to use your own devices we won't generally object.  Anyway that's
my policy.

Don't know what our FiOS policies are, not my department.

I had a DSL job recently where we drop shipped the router to the
customer in PA (it was the address they gave us) and got the call
from WV where the service actually was.  Where's the router?

Ah, at Best Buy in WV?  So he told me what was on the shelf via
cell phone, and armed with my browser I was able to help him make
the right pick.  It worked fine, I'm not dogmatic about devices, in
an emergency whatever works, is fine.
