This won't help at all with the OPs question. Unless you change the password
several times a day.

Remember, they are looking at turning off Internet when they leave, and
turning it on when they are back home.

I would have someone check whether their Router has such a function. Mine
allows you to set hours for Internet connectivity being on/off, as well as a
menu item to turn it off/on right now. That may meet all of their needs.

If they want to access the Internet on their own laptop, but turn it off for
the desktop the children use, then they will need software on that desktop.
