Hi Marc;
You may be referring to the Windows Logo on startup??..the Disable
FastBoot,QuickBoot, or Silent Boot option in BIOS should be enough...but
if it Ain't....

Bring it to Dr.Hammerdrill for a checkup....:>) just kiddin

In 98, you edit the MSDOS.SYS file to either Add or Alter the
LOGO=
setting....under the [Options] category

Logo=0
(that's a zero)

You may have to go to Start >> Settings >> Folder Options .."View" tab
and put a tick in "Show all Files" under the Hidden folders and files
section to even SEE/FIND the file....

while your there...UNtick "Hide file extensions for known File types"

In Windows Explorer(not IE)....and at C:\....find MSDOS.SYS...Right
Click and UNtick "Read Only"...Right click again and choose
"OpenWith"....scroll to "NotePad" in the box that apppears You may have
to Press and Hold the SHIFT key after you "select" the file, but BEFORE
you Right Click on it...in order for the OpenWith choice to Appear...

Edit the file (Logo=0, under Options)and SAVE..

Close the File.....Right Click and RE-APPLY the "Read Only" Attribute.

Reboot...

Voilá.....:>)
