Since it is built from collectd upstream source, the license should not
change, no?

From looking at issues on github, I see two issues opened last year
complaining about collectd builds being broken on Windows. It looks like
you'll need cygwin.

If Intel would like to use collectd on Windows, it seems to be a good
issue to work on.
