If you can telnet in at all, tcpd is running. :)

You can do this:
In your /etc/hosts.allow:
	in.telnetd:	LOCAL .domain_allowed.com 212.

In your /etc/hosts.deny:
	in.telnetd:	ALL

You don't need to restart anything, the changes will take place right
away.
