I've seen it requested before but have never seen a response from Cobalt on
this so here goes again:

I need the ability to disallow siteadmins the ability to enable telnet and
anonymous FTP connections.
This should be a setting when creating the site admin that I can either
allow or disallow on a per site
basis.  To be honest I can't think of any reason I would want a site admin
to have this ability to begin
with.
