Just put in the ip addresses of the machines you want to be relaying mail
in:

Server Management -> Control Panel -> Email Server -> Email Parameters

Now, in the box where it says:

Relay for the following Hosts/Domains

type in the ip addresses of those machines which are trying to smtp without
popping and they should be fine, unless the problem is beyond this process
and it actually goes deep into your current Network configuration.

The cobalt is used as smtp.mydomain.com
and the other machine is used as pop.mydomain.com
