It's not really a problem with cmake, it's (arguably) a problem with
gcc on hppa.  Since it affects a tiny percentage of Debian packages
and in this particular case hppa being out-of-date is keeping cmake
out of testing, the easiest solution for now is to enable the
'-ffunction-sections' flag for hppa only.  You can do this in
debian/rules; I don't think it's really something that should be
propogated upstream.
