Really? It's checking of unencoded byte count, which must be n * 3 to
be matched into n * 4 encoded chars. Please check by hand :) most
common case 45 ( 'M' - ' ' = 45 ) to make shure it don't use
"fast" mode when it was supposed to.

In any case, "fast" mode can't be used on external data.
