Cistera's QuickRecord works quite well for us, and it was implemented
for almost the same exact reason you discuss below.

I know this has been asked before a couple times, but can I get your
recommendations on call recording software?  We have a need at a couple
of
sites to give receptionist the ability to push a button and start
recording
a call in the event of a bomb threat.  

I don't want to use Live Record with Unity because that isn't very
scalable
and the settings are system wide.  Plus it is three buttons compared to
maybe one softkey or something for the call recording software.
