Subject:    cipecb does not want to read /etc/cipe/options file set with 400

One of daemons participating in the experiment just does not want to read 
options file neither in its default location(i.e. without -o option at
command line)
nor with -o option pointing to the same file . Owner of file is root. What
could be 
th reason ?
